Provided program and construction management services to Cingular Wireless on this $12M project for implementation of GSM technology on 424 cellular sites in the Upstate NY area. The Upstate NY market also included 35 “new build” sites down the Historic I-87 corridor from Albany to Poughkeepsie, NY. Responsible for program and construction services and acceptance of all Access (copper) projects for the Central Region of Saudi Arabia. Responsibilities included:


Prioritize, plan and schedule the entire Saudi Arabia - Central Region Work Plan to provide copper phone lines to new subscribers in accordance with schedules.

 

Duties included:


Supervise a large work force of subcontractors installing manholes and PVC conduit systems for Primary cabling from the Main Distribution Frame (MDF) to telephone cabinets and Secondary cabling from cabinets to subscribers. These projects also included fiber optic CAN rings from telephone exchanges to remote RISLUs (switches). Primary cables were installed from the RISLUs to cabinets and Secondary cables to subscribers. Supervise 20-30 Lucent (multi-cultural) inspectors in all aspects of construction inspection activities including Quality, Safety, testing and documenting unit price quantities for client invoices.

Interface with multi-cultural subcontractor personnel on all construction issues (permitting processes, work progress, Quality, Safety, scheduling, issuance of new work and invoicing). Ensure that completed projects are ready for testing i.e. Preliminary Acceptance Tests (PATs). Interfaced with Lucent Quality Department/permitting agencies/subcontractors/independent testing labs (compaction and asphalt testing) to assure the quality of the work. The improved results of this Quality Program facilitated timely issuance of construction permits that supported a schedule of 20-30 simultaneous Access projects.


Report construction progress monthly to Saudi Telecom (client).

Develop training programs for multi-cultural Lucent staff and subcontractor personnel on cable splicing, cable testing, splice closure preparation/integrity.


Review subcontractor claims for additional work (Change Orders) for entitlement and reasonability of pricing.
Directly supervised 20-30 multi-cultural Lucent personnel; indirectly supervised 1000-1500 multi-cultural subcontractor personnel.

 

The $4B Telephone Expansion Project #6 (TEP-6) had a 30% local content requirement, so there was a diverse multi-cultural work force that had to be trained and supervised to provide a large, complex telecommunications system for Saudi Telecom.

Responsible for construction inspection and testing activites for the traffic control systems in and around the Ted Williams Tunnel. This included, but was not limited to the following duties:

 

o     Installation/testing of the Integrated Traffic Control System computers.

o     Installation/testing of the Fiber Optic (SONET) Backbone equipment and cables.

o     Installation/testing of the Variable Message Signs (VMS).

o     Installation/testing of the Portable Variable Message Signs (PVMS).

o     Installation/testing of the Variable Speed Limit Signs (VSLS).

o     Installation/testing of Closed Circuit cameras and monitors (CCTV).

o     Installation/testing of Gas Concentration monitors in the Tunnel.

o     Installation/testing of electromagnetic traffic loops in the Tunnel.

o     Installation/testing of Overheight Vehicle Detectors (OVHDs)on the approaches to the Tunnel.

o     Installation/testing of sign supports and fixed signage on tunnel approaches.

o     Installation/testing of radio systems in Tunnel (and approaches) such as Boston Fire Dept., Boston Police, Tunnel Maintenance, etc.

Responsible for engineering, design and construction management activities necessary to implement the system design for the $40M C8 Contract - Memorial Tunnel Fire Ventilation Test Program. These activities included construction and testing activities for the instrumentation and Process Control Systems required to measure and record real-time test data inside the Memorial Tunnel during full scale fire testing. This included, but was not limited to:


Interface with subcontractor/vendor on the design and implementation of the Process Control Computer System hardware, software and database design.


Design and implement database of digital and analog test measurements and calculations to be performed during and after fire tests.

Design and implement tabular and graphic reports of digital and analog test measurements and calculations from archived fire test data (post fires).


Supervise construction of instrumentation arrays and supports in tunnel. These instrument arrays consisted of airflow, temperature and gas concentration devices on steel supports designed to withstand temperatures from ambient to 2000 degrees Fahrenheit.


Supervise design and construction of Closed Circuit Television (CCTV) cameras and recorders for visual monitoring and recording of fires.


Supervise design and construction of insulation systems utilized to protect steel supports, instrumentation and CCTV systems during 10MW-100 MW fires. Performed heat transfer analysis on designed insulation systems to minimize cool-down times to support start of next fire test sequence in the shortest time period.


Supervise design and construction of fuel storage and distribution systems.


Supervise design and construction of fire suppression systems.


Interfaced with (and made presentations to) Dept. of Transportation (DOT) scientists, consultants and managers on all matters regarding the fire test program.

Assisted Parsons Brinckerhoff in development of a full-scale computer simulation program using collected fire test data. Prior to the Memorial Tunnel Fire Ventilation Test Program only theoretical data existed for use with computer simulation models. Utilizing actual data collected from live, full-scale fire tests, the existing theoretical computer models were corrected to more closely simulate actual conditions during tunnel fires.

I designed a new control scheme  for pumping  and implemented this control scheme with a PLC/intelligent controller and associated programs that determined pump or siphon mode requirements based on wet well level and pre-defined low and high tide tables in San Francisco Bay instead of cycling pumps on and off continuously to control wet well level. Savings in power consumption on the utility’s large pumps paid the costs of the modernization within 60 days.
